What are possible reasons when you can't find the result of medical in the website where it should be posted

A friend got medical test last 3 week he went back after one week because it wasn't posted in the system. He went was ask to remedical again and they drew blood from him without being informed why. Then he was adviced that the result will come out after 1 week. After 1 week he went back and still the result is not posted in the system but when he went to medical commission he was affirmed by the person who will read the result that his medical was okay. Then when he went back home he checked it but still it's not in the system. So he went back again and he was advice to go to men section 64 there they scan his receipt and he was advice to have finger printing the next day but when he went home the result is still not on the system. His visa is about to expire 3 days from today.
