Insurance at hamad hospital ... plz help

Hai friends..
Heard that it is possible to take insurance from hamad hospital for my wife. She is a home maker. Some telling that this facility is only for persons working in hamad.

Kindly guide me regarding this facility.

She is having health card and if getting insurance heard that scan fees and doctor fees are free of cost for one year.
