Is health card required?

Hello everyone, happy Ramdan
One of my friends, an international student in the Education City, is having a health problem, she hasn't yet issued a medical health card cause she hasn't received her ID yet, she has the visa in the passport, but no IDs yet, what I'm asking is, is it a must to have a medical health card to go to HMC? or the small health centers?

if she is admitted / diagonosed as a EMERGENCY CASE, no questions asked about medical card. Only visa page is sufficient

but if she goes to the health center for normal treatment, they may as QR.30, incase you dont have a card

but my ffreind,,, Friday & Saturdays, only selective healthcenters will be opened. You have to check and go
