Consultation for Expats on Visit Visa

Hi,

My wife is on a visit visa in Qatar. I took her yesterday to Hamad Hospital, Al Wakra for a check up. I was told that they dont take patients directly and I need to have a referral form. Then I went to medical center in wakra. They denied to take her in saying no consultation for visit visa people.

I dont know if there are any such rules where expats on visit visa cannot avail medical help in govt clinics?

Any thoughts?
