With a salary of 18k with benefits of family tickt,children education,family insurance excluding car nd accomodation.....which is a better offer.....staying saudi or qatar with this offer?..

If you want to save money and does not mind the lack of entertainment (Saudi does not have Cinemas).
If you are a Muslim that wants to go for Hajj or frequent Umrah or is okay with not going for church (if you are a Christian). Where you're only idea of a good time is shopping and eating, with your husband. Then Saudi is the best place for you.
However, if you prefer to go out most of time without your husband (in Saudi, its dangerous for a female to travel alone). If your definition of a good time includes movies and liquor. If you do not wish to be constrained by Abayas, (suffer the continuous shouting by the Muttawa to cover your hair unless you are in Alkhobar, Dammam or Jeddah). If you wish to openly practice your religion (as a christian). And you don't mind the extra expenses, then go to Qatar.
Saudi is an open prison, so unless you are a member of the royal family I would leave. (And most of the royal family spend most of their time outside of Saudi)

As per my opinion KSA is better, i worked there so i can easily compare, but choice is yours

If you have been offered same packages from Saudi Arabia & Qatar, Saudi Arabia would be the right choice.
Maybe s/he's having the same offer for both countries?
If so, then I think Saudi would be better for you. Because accommodation is excluded and it's way cheaper there.
If not, then you need to elaborate on the Saudi offer.

You didn't mention what are you getting in Saudi Arabia?
