We (American Expats) were members of Diplomatic Club previously (2004 to about 2007) but found it was not very kid-friendly. The pool is small and if the kids got too active jumping in (not diving) they would tell them to stop. Once they changed rule that women had to wear a one-piece bathing suit, we dropped our membership.
We were also members of Doha Club which was great for kids and families but they've closed. Now we are not members anywhere. The hotels is where most of my friends belong - Intercon, Sheraton, Ritz and now Al Sharq (which I hear is so-so with kids too). At the hotels, you can usually pay a day-use rate which is high, but I suggest you try out the various ones and see which you like best before commiting to a full membership. If you have kids, find out where their families are members as the kids like best to play together.

i'd definately opt for the marriott for the family and kids. not too crowded and they have a fantastic BBQ - not during ramadan ofcourse.

assuming you don't have kids, i would recommend the intercon club membership..
i'm not a member myself, but people i know that are members absolutely love it.
it's one of the few hotels with a beach, and a great view of the scrapers!
