If some one gets marry to a canadian is he/she will get the passport or should go to canada?

And why do you think they scan that residence card? It shows your activity, and is linked to your passport.

Lots of people cheat though. They go to Canada and process their status and then jump back on a plane and come back to the Middle East. All the while claiming to live in Canada...

Ste is correct....you become eligible for citizenship....but you must spend a total of 1000 days in Canada (within a 5 year period I believe) before you can apply for the passport.

Children born into this marriage though get it right away.

No, not immediately, I believe you will first get a the canadian equivalent of a 'green card', to enable you to live and work in Canada, both you and your canadian spouse then have to reside in Canada for a specified period (three years I think)before you are considered for citizenship ie passport
