How to get married here in QA?

I have a friend currently working here in Qatar planning to get married with his girlfriend here in Qatar. His GF
is still in their home country (They have same nationality)
and still applying for a job here. He is asking what are the necessary documents needed and where to process
these documents? For filipino couples please he need your
advise.

first : he should have a job title in goverment or privite buisnes.

2nd : his salary should more than 7000 qr, or 5000 qr plus accomodation.
