i m new in Qatar

not even a month since i arrived here and am busy on Fridays visiting various malls ........ this Friday i visited a mall it was beautiful and as usual weekend rush with loads of ppl there as it was full and dinner time the family food court was jam packed i with my companion managed to get a table for two....... while waiting for our food i saw some incident which made me think about the youth of Qatar...... the incident is such that a young lady in her twenties all decked with make-up but wearing a abaya was waiting for her take away food just then i saw a group of eight to ten boys in the age group of 14 to 18 following her whispering and giggling to themselves in a mischievous manner at one time they went so close to the lady that they touched her back. i was so shocked to see the behavior of the young youth of Qatar as its a Muslim country. and almost same incident happened after 10 mins with another girl there....... i just want to know is it a common site here?

i have recently shifted from Kuwait where such behavior was very common or say was far worse so i find it more irritating here also if it's a family day n we the expatriate are barred from entering the malls on weekends if it is a rule it should be for everyone even for the locals , what say you all???????
