Family Visa

Hi,

Can anyone guide me by giving any information whether someone with Assistant Mechanic Work visa will be allowed to obtain Residence visa for family if he fulfills salary criteria & has a Diploma in Mechancial Engineering. My brother has been offered work in WOQOD and therefor he needs to know this befor he can decide to come to Qatar.
