Use Fox Transport, they are reliable, clean, have seatbelts and you get a taxi when you need one. I used them all the time when I didn't have my own transportation.
It would be better to find a private driver to get around. Just inquire a bit and you should get some referrals. The local official taxi here is extremely unreliable and the driving of many of them is a hazard on the road.
you ALWAYS have to call ahead--sometimes 24 hours or more. There are simply not near enough taxis for the populations. It you have kids, you do not want to be standing on the curb for hours (no exaggeration). A private driver or limo service is much easier and often even costs less. Ask your company for some recommendations.
They have seatbelts, not sure what you mean by "latch systems" unless it's in connection with car seats? Many people use private drivers (if you get one who is recommended they are often safer than taxis imho)
