Deported in UAE because of Crime,would my mom can come back qa?

Dear Friends,

I just need an answer, My mom has been deported to UAE last 5yrs ago because she had one case (Not crime) and she came to qatar last 2013 as resident visa from my father. after 3yrs 2017 this year she got cancelled because of the crime which she didn't not commit (illegal reselling some bags by her friend and she was there without knowing her friend is illegally doing the reselling from dept store). And not she is in philippines, is there any possibilities that she can come back here for family visit visa???

Because 1 police says that she can come back but the other one is saying she cannot so we are really confuse.

And i need my mom here badly.
