Though USD / QAR rate is fixed at 3.64 since 1980 by CBQ .... yet i noted yesterday that my stupid bank has been charging rate as 3.75 for any international transaction i make thru my visa card in the last 5 years.
All the banks will send the terms and conditions along with their Credit Card when they issue the CC. The fine print states that for all the transactions other than the local currency, the rate applied will be prevailing exchange rate and an additional charge of 1% to 5% (Depends from bank to bank and type of card )will be charged to the transaction.
If you are a credit card holder, didn't read the fine print it will be fine until you are fined on the printed statement.
Walk to a nice travel agency, meet staff , have a chat with them, buy ticket with cash, have a cup of water / tea there / at a near by small shop.... be happy.
Don't expose your account to a fruad for this simple purchase.
if you purchase online using your CC the max rate i used to purchased is 3.71 that is for International Purchase. but 3.75 is way toooo much that's the reason why I left that bank for such charges and miscellaneous Charge.

I have the similar experience, Qatar Islamic Bank charged @ 3.72 for a transaction I made in India.

the problem we dnt go thru the terms and conditions as we just grab the card and start utilizing it and whnever dere is a extra charge we repent
Can not fully admit with Molten, C/cards are useful when you need to book air tickets online atleaset.....

Never take / use 'credit card', cancel it / them before sun set ....
Do not enter any bank buiding, limit your self to the ATM machine only...for withdrawal of your own money...!!!

Needless to say ..... this can't be any bank other than MASHREQ .....
it must be HS
