Dubai geared up developmental activities in the nineties and it took almost 20years to come through. Doha started in few years back, so can expect such big changes only after 2020. Till then we have to have patience. Over the night things can’t change. But one for sure is Dubai was much more accelerated which Doha lacks.

dubai borrowed the money cause UAE is not as rich as Qatar but for the sake of modernity and expat they still went for it,, Qatar have all the money in the world but still no or slow progress

You can not really compare the two, DEFINITELY. Qatar needs to learn from Dubai's mistake so it won't end up the same, very deep in financial trouble.
