Countdown markers confusion

I'm a bit confused at the colour coding of the countdown markers at roundabouts. For example, the road leading from the Mall to the E-Ring Road, has countdown markers with a white background, whereas at other places they are usually blue, but in some cases they are green. To compound the confusion, the D-Ring Road section from the Mall Roundabout to the Electricity Department, has both green and blue markers at the 300 metre distance. Could somebody please explain?
