The DSLR ofthe Year in several tests is the Nikon D3, but it is very subjective. It all depends on what you have used before. I have used Nikon through the Years and because of this(have lots of Nikon Lenses and equipment) I prefer Nikon(I am currently using the D2X) , But Canon is competitive no doubt about it.
"Best" is a very subjective question, and would depend on your allegience to Canon or Nikon. D90 is not even the BEST Nikon. For Canon the 1D mark III is undoubtedly king, though the soon to be introduced 5D mark II will give it a run for it's money.
I second the vote for Nikon. My wife has the D70 and has had it for years--it works flawlessly and takes beautiful pictures. I don't know how the price of the D70 compares with the ones mentioned above, or what your budget is, but it's definitely worth a look.

Canon EOS 5D MarkII is the best. if you cannot afford to buy it, go for Canon EOS 50D. If you feel that one expensive too, then go for Canon EOS 450D.
