How can I fix defuct dial pad in iphone?

Without loosing the applications I have installed, I want to activate the Green phone icon in my iphone which is totally defunct after once i have connected through iTunes. May any one know the way to unlock only this icon instead of restoring or upgrading process that again make havoc with Apple bugger. This is the third time i get it unlocked and this time they unlock in different way to kill dialer alone. So please suggest someone who knew about it and thanks.

its possible in apple store in america. other places may spoil the complete set.
