I need a specialist PC built with the following Spec -
Intel i7 3930K Processor
64GB RAM (minimum)
2/3 x 4GB NVidia Quadro CUDA GPU (SLi)
1TB HD
Wifi
Must be soundproofed or silent (important)
The above spec is important but the rest of the spec on the PC can be standard. No OS, no keyb, no mouse, no monitor required
Can anyone advise who to approach??

You will need to procure from outside Qatar.
I suggest to look in Amazone.
The big gaming PC casing you may find in Tornado computers near Sofitel (since it is heavy and shipping charge also will be heavy). Others you can procure online.

Why not get yourself an HP Z600/Z800 with 2 x Intel Xeon Processor, 64Gb RAM, RAID Controller and warranty? Save you the hassle and compatibility issues, plus it look good.

Thelonius is correct. You will not find even 8gb ram in Sofitel. You will find i7 processor but not sure if it can take even 16gb ram.
