Why doesn't my magic jack work properly?

My magic jack device works everywhere else I've taken it. But here in qatar it's extremely choppy, to the point where I can't even use it. Why? My internet speed is plenty fast (4mb) and skype, in contrast, works great on all my computers. I've contacted magic jack customer service and tried all the 'fixes' they've given me. Nothing works.

Any magic jack experts out there?
