Check those screenshots. You need to click file attachments and then browse for the picture you want to upload and attach.
img tags are disabled I think. At least the img tag is not an option in the list of formatting options. not sure if that is only for the Questions section or for the forums too.
But I don't think you can upload images in the Questions sections. Use the forums for that.
