I cannot send Emails through Outlook

Please help me, i cannot send emails through outlook,
i have an email in Qatar.net.qa,
the error message is showing:
Your outgoing (SMTP) e-mail server has reported an internal error.

if you are sure that all the account details are correct then call 8008000 or 8000800 (i don't remember which one) to unblock your smtp access..
qtel do this to stop any spamming mail that comes through your ip address..
while calling the support:
-use speedtest.com to know your ip address.
-your internet land line number.

Qtel Blocked u r IP bcz of sending Spam.Try to change the user name and password for the ADSL.and try.............
Server information:
incoming mail server(POP3): mail.qatar.net.qa
outgoing mail server (SMTP): mail.qatar.net.qa
pls make sure these settings:
User information:
Your name: (Your name)
Email address: (username/email id)
Logon information:
username: (your email address)
Password: password
Server information:
incoming mail server(POP3): (username).qatar.net.qa
outgoing mail server (SMTP): (username).qatar.net.qa
Save it and chk again
r u sure u did the correct settings??
