As far as I have read in local newspapers VoIP calls are allowed for personal use.Any commercial activity like selling VoIP calling cards or calling through internet cafes for monetory gains are not allowed.You may buy VoIP calling card on line only for self use.Selling VoIP cards locally is not allowed since the sellers are not commercially registered to carry out these activities and their trade and income cannot be monitored ,moreover income from such activities may be used for illegal purposes.
Local telecomms are also loosing out their lions share of income from VoIP is also one of the reason.

If you managed to buy a skype phone from some where outside and connect it to you DSL line at home , you can used it with any other skype user to communicate without PC. Otherwise you can pay a credit and charge your skype account and u can call any land line anywhere as well

* When calling from your mobile, the local mobile price per minute will be added to the above listed Qtel international call rates. For example, if you call the Emirates at 11 pm for 1 minute from a postpaid GSM line, you will be charged only 0.80 (QR 0.50 international rate + QR0.30 local rate).
It would be appropriate, if the local authorities declare such things on media to alleviate the doubts of general public. People have the access to buy calling cards and use it on their personal PCs. If its illegal to use here, the authority must block the site and warning must be given to those who are selling the cards and using it instead of putting them behind the bars! People come here from different part of the world and all are not fully aware of the rules and regulations, so there should be special consideration on such issues, I suppose.

its illegal ...but so many people are selling and using it here ... Last month authority toook an inspection and caught many people ...so beware ;)
Not sure if they are legal or not but most people use it here. I've seen people using Skype, Vonagage and other services.
