Are there Alternatives for getting Internet Access to those with job but without Resident Permit.

My friend arrived from Australia on indefinite contract. Has letter from his employer, a reputed company. Has Company ID and Qatar Temporary Drivers Licence. His Resident Permit(RP) is being processed. Approached QTel. They said that they cannot give internet access without RP. Apart from going to Internet Hot Spots are there any alternatives?? Can we start a petition to QTel to offer alternatives if they do not yet exist given that 75% of the population here are in this situation at one time or other?

Hi,why can't you take internet for your friend on your name for him,later transfer to his name.
