ANOTHER DEVICE ON NETWORK

I am having qtel mosaic + . Over the wireless i use it to connect to internet, but always when i connect it says ANOTHER DEVICE IS USING YOUR IP ADDRESS.mnf.qqq.c.qwe., even though my other PCs are shut out. Why does it so cautions me and is it that my neighbours are without my permission using my wireless. Is it not dangerous for me and illegal for the person doing so.
