ADSL & VPNs are going very slow from Qatar

Do anybody know why ADSL & VPNs are going very slow from Qatar since from y'day. No qatar based sites(like Qtel,Qp,MOI.....) can be viewed from out side qatar.I got an answer from Qtel that some of the international link cables are damaged. Is it true. The VPN in my office which connects to abudhabi & dubai is running very slow......any information about this matter please share..........
