Employer not giving as per contract letter

Need advice,

2 months ago I changed sponsership which was negotiating last six months with the new employer on attractive package who is Qatar local firm.

After joining he could not fullful as per the offer letter and the difference is coming about 8000qr on monthly salary.

I have all proofs how he forced me to join on good package and that's why I got Noc due to good previous employer. Even he appointed me manager as per offer letter but after joining given me assistant manager. He said your salary already very high.I said why you played with me then, I was very happy and well settled in my last company.He was kept quite then told do your job.

This attitude giving me pain.

Shall I contact to labor department?
