If you are looking to permanently ink your skin then I highly suggest you get well out of this region and actually go to countries where tattoos are revered as true art.

This is a studio in Hua Hin, Thailand who's artist "Kanthima" has inked some of the best art ever.
She was the inaugural International Tattoo convention award winner in 2006 and continues to be further awarded international acclaim each year.
I have had my tattoos inked by her.. To get a tattoo that covers from just above your elbow, up and over the shoulder and half the chest will set you back approximately 6,500 QAR (16hrs to complete). . . . relatively cheap compared to some other top international artists. A full back design is approximately 25,000 QAR and will take around 15 days to complete (5hrs per day), if you can handle it!
If you mean a Tattoo artist then your out of luck here in Qatar..you might want to do a search however as i remember a topic being posted some time back and a user mentioned something about a guy who actually does tattoos but in secret...guess its not a big secret after all eh?
BTW the whole tattoo business is not permitted in Qatar as its a no no in Islam so I hear.
