who to complain to regarding villa owner co.

what can i do if the owner company of the small shared home which i live in(part of shared villa) is giving me wrong statments of account for payment (they claim i have dues for elec and water) and i have given them correct statement more than once (and shown them original of invoice receipts) and they keep sending me that i have dues from previous months. the other problem is that they pretend that they are not responsible for what they are giving me and that they are only collecters? they even said they don't want to give copy of kahrama bill and how the elec and water is shared! becoz its expensive to print! of course i did not accept and they said they will provide.. who can i complain to about such a company? they dont want to clairfy who does what in their company.. who is manager..
every time they send a new guy to collect money
and the guy who works in accounts chnages his title and other person replaces him.. they keep on doing that so as not to be asked questions..who can i resort to?
