visit visas

i tried to obtain visit visas for my Mum (71)and Dad (77) last dec but failed .
but i see a lot of senior citizens 70+ on visit to Qatar and feel happy they are here with their loved ones spending some remaining time of their life.
why do they reject the visas for some???
