Visit visa for my Brother In Law

What is the procedure to apply for a visit visa for my brother in law ( my wife's brother).

Me and my wife both have residency and my wife is under my sponsorship.

Do I need NOC from my employer or I can directly go and submit the documents?

What are the documents I need to arrange?
