Telegraphic transfer was not successful

Telegraphic transfer was not successful , the beneficiary did not receive the transfer over 3 weeks.
Therefore the bank cancelled the transaction , however bank cannot guarantee when can return the money to sender.
Anyone have any experience , how long it take to return , any idea why this happened?
I have come across a couple of such cases during my stay in S Arabia. While rules may have changed or may be different in both the countries, banks in both cases were found to be holding the money possibly to their own benefit. They did not refund the amount for several months (around six months in both cases). It is not possible for me say that would be true here also. Just wait for say six weeks and then write to the bank telling it that you would take up the matter with the authorities in Qatar. That's what the people did in S Arabia.
The banks refunded the money within two days after their action!
