Sim card found in new iphone 6

Bought a new iphone 6 and found an AT&T simcard in it. When I checked with the shop, they said it comes with all the phones, wondering if this is true. Have a doubt if this is a Jail Broken one!

I bought iPhone 6 plus, it did not have sim card, and i think no legal phone in qatar should have sim card, unless bought as a package from Ooredoo or Vodafone. I may suggest, go back to seller and demand refund and buy phone from popular sellers like Jarir, Lulu etc.
This is a phone coming from the US, at&t and t-mobile come with SIM cards even if they are unlocked
it was a locked phone actually. nowadays as u may knw we can unlock any locked phone if u pay some 10 dollars. actually the shopkeeper will get the phone for a much cheaper price than the international retail version. even u might get it for a cheap price if u knw people in us.
go and complane police or say me
