Salary Not pay and to move new company

I am working in a construction company over 5 years and till now 7month salary delay, now I got better opportunity in other company and they want me to join withing 2 weeks, present company not accepting my resignation and ask to stay 1 month, still salary pending and no plan to settle my dues,
what is the best way to leave present company and joint with new company

This appears to be one the tricks some unscrupulous companies play in Qatar. Your company will allow you to leave and join a new organization if you forego your 7 months salaries and also your End of Service benefits. Of course, this will result in great financial loss to you which you may not be willing to accept. I have seen this game played by a company I worked for with almost all its employees. The money the MD, the Admin. Director, and the Finance Manager (three brothers)" earned" this way were pocketed by them.
Since, you have so far not taken the matter to the authorities with regards to non-payment of your salaries, there is nothing much you can do now. You can take the assistance of National Human Rights Committee but personally I don't think they can help you much especially that you have a short time in hand to join another company. If you wish, you can give it a try. But then keep in mind, your present employers will retaliate by terminating your services and sending you home after you have lost your new job offer.
