First you must remove your brake drum..then take it to Industrial area St.44 Gulf Aluminum Company...Or Else in Salwa Road. QRPC just in line with PC-ONE...But if you want it quick, D.I.Y. style clean it throughly, apply a rust converter, let it dry then apply an epoxy primer, finally spray the color of your choice..Those kinds can be bought for 10 QRS,2 cans are enough for 3 coatings,of your 2 brake drums ...
actually im jst giving eg. of someone else car, i wnted do like tht.
wtever? where do i gt powdercoat???
Gee! man! Thats your break drum...Try to remove the old paint (or if it is powdercoated redo the coating) you could buy a paint remover at an auto paint shop and buy a new paint for your break drum...Man i suggest that you apply a powdercoat coz it wont easily get rusted...
let me show a pic . u see tht behind the rim , tht blue colour. i gt rusted. So i need fix smthing like tht! Where do i gt tht stuff??!!!
so its not the wheel hub, but its the brake drum then try the suggestion of vfr750 :)

You can ask somebody to clean the rim thoroughly with a rust converter or a rust remover chemical, then buff it until it shines, then wash it with a mild detergent to remove residue of the buffing chemicals like rubbing compound, then dry it with a clean clothe then spray clear coat (any car painter knows what clear coat is) this will preserve the luster of the rim and prevents any future rust.. now if it is the brake drum you are talking about, what you can do is just apply a rust remover apply it with a steel brush, brushing away the rush, then wash the brake drum with a mild detergent, rinse it then dry it with a clothe before painting it with any color you like (use a paint for lead)....hopes this will help.
you could try removing them and apply a powdercoat...IS it your brake drum your talking about? i bet it is,then if you dont have much time in pwdercoating them which is around 3-4 days..then just clean em...and buy a pylox paint (colour of your choice) then thats it...
