Property on hire : Commission to be paid to an agent - procedure

Can anyone please clarify what the legal standing in Qatar for any person or firm to claim commission on hiring a property from the Owner. I mean a person acts as middleman only to introduce to the owner of the property and has no written agreement with him. He claims a huge sum as commission for the deal. Is it valid in law?

They usually ask for 1/2 month to 1 month commission from the client and probably the same amount from the landlord !! Good business indeed. I'd also wish to know the governing rules, if any.
