Pcc from cied qatar..need advise

Need advise...i need to take pcc for my wife from cied qatar for her to work in a hotel in qatar under my sponsorship..i recieved pcc from indian embassy and with all documents i visited cied today..but they are asking for offer letter from employer addressing to CIED...what exactly is that...i showed them her signed employement offer letter but they told not that

can someone please advise what exactly the offer letter they need
