NOC

My friend is an Engineer (Filipino) and one of the Q companies has already given him papers to be signed off. Everything’s ok except for the NOC. My friend is presently working under agency here in Qatar (contract will end June 2007); however this agency will not give him NOC rather opted to have him under “seconded” to this Q company. Of course my friend could not exercise all the benefits that this Q is offering because he will still be under this agency. My friend is frustrated, disappointed. This is his opportunity but sadly the agency is holding him by the neck. Ah, talking about freedom of movement! Need any input and advise please. Thanks all!
