You are lucky that the istemara expired.
Coz
After Istemara expiry, traffic department at Madina Khalifa will issue a paper for Fahes (a print out with all details ) ..Free of Cost.
But if istemara is still Valid, you need to Pay QAR 100 to reissue new Istemara Card.
If istemara is going to expire, better wait until istemara expires.
