Im not sure in Qatar but in Kuwait, they didn't accept it. my friend applied for International Driver's License back in Manila for 2,500 Php. He wasn't able to use it even if his main reason to get one is to acquire Kuwait Driver's license. but he failed.
An international driver's license is only a translation of the valid DL you have from your own country. If you have an RP in Qatar you are legally obliged to have a Qatari license.
