INDIAN School- Admission (Need help)

Dear All,
NEED HELP !!!!
This is regarding KG2 admission for my daughter looking in the INDIAN School (@abu hamour locality).
Since i am trying very hard to get admission by visiting Indian schools also Minisitry of Education,still i have not received any possitive response from both the sides, when i approch schools they say they dont have approval from Ministry of Edcuation for admission.
When i visit to Ministry of Education they redirect us to visit school , by saying (WHY THEY ARE NOT GIVING ADMISSION).
Since recently i have settle in Qatar, we are facing lot of difficults just to get an a single admission of KG2 for my daughter.
Can anyone advise & Help.

They always do like this
Parents are like pendulam running here and there
Same case happened to us in school they say ministry is not allowing and in ministry they say go to school why wont they give u admission
And by all means at the end we got admission then ministry will call school and tell why are u take too much admissions
Like seriously i can’t understand what they really want
