Expats can legally own 49% share in company (in QSTP & QFC registered company you can be 100% owner).
If expats are working in any organisation then they can't have any role in this companies and their name will be there only in Commercial Registration (التسجيل التجاري) but not in Computer Card ( قيد المنشأة ).

No. To start any business you will need a Qatari partner and also other legal documents such as Commercial Registration.
