How to file a case to Landlord?

We've 1 year rent contract in one flat in Muntazah. Before we took the flat, we asked the landlord to facilitate or provide us one parking space and arrange some house problem like unfinished ceilings, dirty parking area, over-flowing drainage, leaks & malfunction faucets/shower. They did few of the problems inside the house but we decided to fully transfer coz we badly need to transfer. From time to time, every month, we contact them to arrange and finish everything. This building has no stay-in maintenance so in case you've got problems to fix in, you need to call them and arrange scheds. After how many months, they didn't assign parking space for us and to other tenants. it's like when u got home early, you're lucky. if you are late then you're sorry. The is the way that building arrange the parking. Until one time, i got scratches in my new car. Lucky I have comprehensive insurance with my car so I arrange the police report and asked my car service to fix it. The sad thing was... this kind of scenario happen to me 3 times and 3 times also, I went to our landlord, still begging to have & arrange our parking but nothing happen. Few months after, we tell them that we will vacate the building if they will not arrange it but still, they're not threaten even we told them that we will vacate the flat for many times. Until finally, on our 10th month, we decided to send them a formal letter stating that we will be leaving the flat over the next month so please arrange our 2 cheques left.

We left the building now and still we haven't get back our cheques.

Any suggestions on how to file this complains?

First go to the police station with all documentation. Best to bring proof that your ex landlord accepted the keys back. File the complaint and bring a copy to your bank. Maybe they will accept that to cancel your checked

I had a similar situation with a landlord not wanting to give the checks back. First vacate the premises leaving it in the state you first moved in. Then go to your local police station and lodge a complaint. Usually the police will contact your landlord and advise him to settle the matter. I got my checks back the very same day
