How do i file a fraud case ???
I took a space on rent in industrial area to start a cafeteria business. I contacted the mandub of a qatari(building owner) whose number was stated on building wall. He asked me to pay 10,000 comission but later agreed for 5,000. When asked about building documents, the guy said he will provide me the documents once i sign the contract and pay cheques for 12 months and i did so. But the guy did not provide me all documents on time, took one and half month, due to which my process of applying for the license got delayed. When got all documents and went to baladiya office in industrial area, the guy on the service counter said that the space has no permission to open cafeteria, while the mandub told me before making a contract that there is already permission to open cafeteria. The guy defraud me. When i contacted him and shouted about it than he said he will get it fixed and get the permission. But the next day whole industrial area got under lockdown and all work got stucked. I informed him i will not pay any rent untill i obtain a municipal license, and he agreed. But he deposited my 2 cheques on same day in bank without contacting me and cheque got bounced since there was no enough amount in my account. I got panicked and tried to contact him but no response. So i did text him on whatsapp that i cancel the contract because you people are no trustworthy and i wont continue it anymore. Also texted about this all matter to qatari because i tried to call qatari also but no pick up. Its been 2 weeks those people have not given any response and not returned my cheques. I went to rental dispute comittee to file a case but they said they dont take a cases for industrial area, and asked me to go to supreme judicial council in dafna. Went there but they asked me to go to police. I went to capital police station but they asked me to go to industrial area police station. I went to industrial area police station but they refused to take my complain and asked me to fill some form with all details which i may download from internet and then come back. When i asked on what website can i download the form, they didnt explain me much. I searched on internet a lot about the form but i couldn't find any. I'm completely hopeless now. Somebody please advice me what to do.
