I want to seek advices regarding this matter. I arrived here in Doha last Nov. 6, 2017 and my residence id issued Nov.15, 2017. I decide to go back to my origin place this Nov. 17, 2018 and I pass my resignation letter stated that I will go back on Nov. 17, 2018. Now our HR talk to me and said that I will stop may last day of work on Oct. 31, 2018. Did I have a chance to get my leave benefits like this 21 days.

This is all "part of the game". Once a person resigns, usually a company does not see much benefit coming out from the person during his remaining days in the company. You should have waited another month and resigned on the day you completed your 1 year of service. Hope you have learned from experience. Suggest, you discuss the matter with National Human Rights Committee. They will advise you best if you are eligible for the 21 days benefit since you had already resigned before the company decided to end your service.

Even I stated to my resignation that I will finish my one year contract.

As per the rules, a worker is entitled to 21 days leave on the completion of 1 year of service. In sending you home before completion of your 1 year in service, the HR people of your company will save the company from paying for the 21 days. It's one of the things done in some companies. If you leave on October 31, you will not be entitled to 21 days benefits as you will not have completed 1 year of service.
