Exceptional entry permit, stuck in Turkey please help

I traveled to Turkey on a 8 days tourist visa, applied for my exceptional entry permit next morning after exit on 25th September, I was supposed to return back on 1st but I could not  since the entry permit still shows under process, I am stuck here without a valid visa , called Qatar embassy here they say I have to wait,  called to Hukoomi device they say they can't do anything they are only a representative office, wrote to MOI and no reponse, it's been a week with no answer or help, can anyone help me  please
