End of Service Gratuity

Is anyone has the same case with mine, Until now I have not yet received my gratuity since I left my previous company, and they are just promising that they will pay, now i'm transferred to new company, please help me to whom I will complain, should I go to Labor Department or to Human Rights Commission, Need you informative advice!!!!!

It is such a shame they did not clear your dues. In my opinion visit the labor Department. It is illegal for them to hold your earnings.
