employment visa and ticket

hi good evening,is there any one could help me and give answer to my question.????badly need advice.is it legal if an agency or agent let an employee pay for the employment visa at ticket going here to Qatar?amounting of 4500-5000qrs...what i know is they will pay some processing fee equivalent to their 1month salary.and the visa and ticket is fully shouldered by the sponsor.is there any exception which allow agency or agent to let the employee pay for their employment visa and ticket?if its illegal what should the employee do?pleaseeee...please......help!!!!!!!!!thank you!!!!!!!!!!!
