Cooking Gas

I need to know, who is controlling these cooking gas distributing vehicle people. My house is on first floor of an buliding, usually they will supply me to the building. But one young guy when he sees me he will tell, gas fiished, then afterwards he will distribute. I know that he is reluctant to climb the floors that's why he is avoiding me. Is there is any option other than the vehicle people to get gas, I heard that grocery people is not allowed to store gas at their premises.I had noted the number of the vehicle. Where i can complaint against these people regarding this matter. Please advise me.
