Claiming from company for vehicle purchase

Hi All, I recently purchased a car from another person and there is no sales agreement form except for a handwritten letter from the seller to me stating that I bought the car from him for the price. When i wanted to claim from my company,i was told i need to go to any car sales company to have them convert this handwritten letter to a formal form. I have tried 5 different places and they all told me they don't do it anymore. Can anyone direct me to a place that does this?
