Can an expat re-sale its 99 yrs leasehold property ?

I've heard that Foriegners can buy property at certian places in Qatar for a leasehold upto 99 yrs with residence permit for 99yrs. Presumably, after 99 years ownership goes back to seller or the state.

Question: Can the buyer sell the property say after 5 or 10 years ? or is that re-selling is not allowed. Is there authentic govt. website source where I can grab this information?
